Background information

 
'It is no longer enough to do things to people; a modern healthcare system must do things with the people it serves'.  This aim was set out in the Scottish Executive’s report ‘Our national health: a plan for action, a plan for change’ which recognised that NHSScotand needed to change the way it involves people in its work and in the way it delivers services.
 
The White Paper, ‘Partnership for Care’ made it clear that achieving this vision would require strong, independent, external scrutiny of NHS Boards to ensure they genuinely involve people in the design and delivery of services. The Scottish Health Council was set up to monitor how well NHS Boards involve patients and the public and to report regularly on the results. We also help NHS Boards improve the way they involve the community in their work and ensure advice is available for patients, carers and the public.
