NHS Boards have a duty to involve people in designing, developing and delivering healthcare services. This can include involvement in reviewing existing services and planning new services, or it may be consulting people on changes to the way in which services are delivered.

Our Participation Review function focuses primarily on two areas of participation: how NHS Boards are involving people in the general design of services, and how they are consulting them in relation to major service change.

What do we do?

Our key aims include:

  • Supporting NHS Boards to use the Participation Standard to improve the way they work with patients and the public

    Using the Participation Standard, we collect systematic, comparable information on how NHS Boards engage with patients and the public. Our Performance Analysts work closely with Boards, supporting them to deliver self-assessment information in an approach that focuses on helping them to demonstrate year-on-year progress in how they work with patients and the public.
  • A national team reporting on how NHS Boards consult on service change

    Our specialist team works with NHS Boards (including Special Health Boards such as the Scottish Ambulance Service and NHS 24) and communities across Scotland, providing a consistent source of information and advice on how to improve public involvement in service change. Where a service change requires formal consultation, the team produces an assessment report that advises if the Board's consultation and engagement has met national standards.
